Survey Project Management – Chapter 1: Introduction & Basic Concept of Project

(Full Chapter Notes + Free PDF + Illustrations)

Surveying doesn’t start with instruments — it starts with a project.
And every successful surveying and mapping work (from cadastral to engineering to GIS projects) depends on how well the project is planned, executed, monitored, and reported.

Chapter 1 of Survey Project Management (EG 3105 GE) introduces the foundation of what a project really is, why surveyors must understand it, and how it guides the management of any surveying and mapping assignment.

📌 Overview

A project is a planned set of tasks designed to achieve a specific objective within a fixed time and cost.

In surveying, a project may include:

  • Topographic surveying
  • Cadastral mapping
  • Engineering surveys (road, canal, hydropower)
  • GIS data acquisition
  • Mapping & geodatabase creation

Understanding how these projects are planned and managed is essential for every geomatics student and future survey engineer.

🧠 What You Will Learn in Chapter 1

✔️ What a project is
✔️ Characteristics of a project
✔️ Why survey projects are important
✔️ Feasibility study
✔️ Phases of a project
✔️ The complete project cycle

🗂️ 1️⃣ Introduction & Basic Concept of Project

Unit 1 contains six key subtopics, covering the fundamentals of survey project planning.

📘 1.1 Concept & Definition of Project

A project is a temporary, goal-oriented effort carried out to create a unique product, service, or result.

Simple definition:

A project is a planned activity that has a clear purpose, timeframe, resources, and deliverables.

Examples in Surveying

  • Preparing a topographic map of a campus
  • Realigning a highway using engineering survey
  • Cadastral re-survey of a municipality
  • GIS database creation for utilities (water, electricity)

.

🧩 1.2 Characteristics of a Project

Every project—especially a surveying project—has special characteristics:

CharacteristicsMeaning
UniqueEvery project is different (terrain, tools, purpose).
TemporaryHas a start and end date.
Purpose-OrientedAchieves a specific goal.
Resource-BasedRequires manpower, tools, budget.
PlannedNeeds scheduling and task layout.
Risk & UncertaintyWeather, equipment failure, field issues.

These characteristics help manage fieldwork effectively.

⭐ 1.3 Importance of Project

Why do surveyors need project management?

✔ Provides clear objectives
✔ Helps in budget allocation
✔ Ensures efficient fieldwork
✔ Minimizes time and cost overruns
✔ Ensures quality mapping outputs
✔ Supports client communication & documentation

In short: Good project management = Successful survey results.

🔍 1.4 Feasibility Study of Project

A feasibility study checks whether a project is practical and achievable.

Types of Feasibility

  • Technical Feasibility
→ Are tools, instruments & skills available?

  • Economic Feasibility
    → Is the project affordable?

  • Operational Feasibility
→ Can the team complete it efficiently?

  • Time Feasibility
→ Can it be completed within the deadline?

Example:
Before conducting a hydrographic survey, feasibility checks water depth, access points, equipment (echo sounders), and weather suitability.

🕒 1.5 Various Phases of Project

Surveying projects are completed in phases:

1️⃣ Initiation (identifying needs)
2️⃣ Planning (scope, schedule, cost)
3️⃣ Execution (fieldwork, data collection)
4️⃣ Monitoring & Control (checking errors, adjustments)
5️⃣ Closure (final maps, reports, data submission)

Each phase ensures proper control and accuracy in survey results.

🔄 1.6 Project Cycle

The project cycle is the complete lifecycle of a survey project from beginning to end.

Typical Survey Project Cycle

  1. Identification of need
  2. Pre-feasibility & feasibility study
  3. Terms of Reference (TOR) preparation
  4. Proposal development
  5. Field survey execution
  6. Data processing
  7. Map preparation
  8. Reporting & final submission

A surveyor must understand this cycle to manage projects professionally and efficiently.

🧪 Practical Exercises (Recommended)

Try the following for better understanding:

1️⃣ Identify a small survey project around you (campus map, road survey).
2️⃣ List its objectives.
3️⃣ Identify resources needed (e.g., total station, GPS, manpower).
4️⃣ Perform a mini-feasibility study.
5️⃣ Draw the project cycle diagram.

🧩 Key Takeaways

✅ A project is temporary, planned, and goal-focused
✅ Survey projects require clear planning & feasibility checks
✅ Understanding project phases helps efficient management
✅ The project cycle guides the entire workflow
✅ Good project management increases accuracy & reduces cost/time
