1.1 Cadastre & Types of Cadastre

Definition of Cadastre

A Cadastre is a comprehensive, up-to-date land information system containing records of real property within a specific area, including details on boundaries, ownership, rights, obligations, and land value.

Simple Definition: A Cadastre is an official register containing maps and documents that show the location, boundaries, ownership, and value of land parcels.

Types of Cadastre

Cadastre is classified based on its purpose and its mode of representation.

Based on Purpose:

1) Fiscal Cadastre

  • Focus: Valuation and land taxation.
  • Details: Records land value, area, land class, and tax obligations.
  • Primary Use: Revenue generation by municipal or national governments.

2) Legal Cadastre

  • Focus: Land ownership rights and security of title.
  • Details: Defines exact parcel boundaries and legal owner rights to prevent dispute.
  • Primary Use: Land registration, title certification, and property transfer.

3) Multipurpose Cadastre

  • Focus: Integrated spatial and socio-economic land data.
  • Details: Combines legal, fiscal, physical, environmental, and utility data in a unified GIS framework.
  • Primary Use: Urban planning, infrastructure projects, environmental management, and smart city governance.

Based on Mode of Representation:

1 ) Graphical Cadastre

  • Maps are maintained on paper, cloth, or film.
  • Boundaries are represented visually through analog drafting techniques.
  • Subject to paper contraction, stretching, and physical wear over time.

2) Digital Cadastre

  • Maps and attributes are stored electronically in GIS databases.
  • Features high positional accuracy, easy updating, rapid retrieval, and seamless integration.

1.2 Cadastral Components in Nepalese Context

In Nepal, cadastral surveying relies on interconnected legal and graphical documents to maintain land records.

Cadastral Map (नापी नक्सा)

  • A scaled graphical map showing land parcels, parcel numbers, roads, rivers, and natural/man-made features.

Terij (तेरेज / जग्गाको विवरण)

  • An official summary list linking parcel numbers with landowner details, land area, and land classification.

Field Book (फिल्ड बुक)

  • Records field measurements, owner details, land class, and temporary parcel notes captured during surveying in the field.

Plot Register (प्लॉट रजिष्टर)

  • Maintains records of individual plots, parcel updates, subdivisions, and changes over time.

Title Documents / Ownership Certificate (पुर्जा / लालपुर्जा)

  • Official legal document issued to the landowner certifying title and rights over the parcel.

Database (डिजिटल डाटाबेस)

  • Digital records maintained in software solutions like LIRS (Land Information System) and DLIS (Digital Land Information System) in modern Nepalese survey offices.

1.3 Importance of Cadastre & Basic Principles

Importance of Cadastre

A proper cadastre is crucial because:

✔ Protects legal property rights of citizens.
✔ Minimizes land boundary disputes and litigation.
✔ Provides a systematic base for fair land revenue/taxation.
✔ Facilitates smooth buying, selling, mortgaging, and inheriting of real estate.
✔ Enables government agencies to plan infrastructure, roads, and public facilities efficiently.

Cadastral Surveying

Cadastral Surveying is the technical operation of measuring, defining, mapping, and establishing boundaries of real property parcels.

Basic Principles of Cadastral Surveying

  1. Working from Whole to Part: Establishing high-precision control points first and filling in local parcel details inside to prevent accumulation of error.
  2. Uniquely Identified Parcel: Every parcel must have a unique identifier (parcel number) within its administrative area.
  3. Publicity and Transparency: Cadastral operations, adjudication, and notifications must be open to public scrutiny .
  4. Legal Authorization: Surveys must be conducted under statutory provisions by authorized government survey agencies.
  5. Permanence and Archival: Cadastral records must be continuously updated and preserved for historical reference.

1.4 Historical Development of Cadastral Surveying in Nepal

Cadastral surveying in Nepal has evolved through distinct historical phases:

Traditional Era (Pre-1980 BS / Ancient & Medieval Era):

  • Land measurement was based on approximate units like Mato-Muri (माटो-मुरी), Hale (हले), Pate (पाटे), and Kodale (कोदाले).
  • Measurement focused on seed capacity or labor requirement rather than precise geometric area.

Chain and Sight Vane Era (1980 BS – 1996 BS):

  • Introduction of fixed measuring units like Ropani (रोपनी), Bigha (बिघा), Mana, and Katta.
  • Basic linear measurements using measuring tapes and chains.

Plane Table Surveying Era (Starting 2019 BS / 1962 AD):

  • Promulgation of the Land Survey and Measurement Act 2019 (जग्गा नाप जाँँच ऐन, २०१९).
  • Systematic graphical cadastral survey commenced across Nepal using Plane Table and Alidade methods.

Geodetic Control & Free Sheet to Grid Sheet Transition:

  • Transition from non-systematic "Free Sheets" to systematic "Grid Sheets" tied to national geodetic control networks (Trigonometrical Points)

Modern Digital Era (2060s BS – Present):

  • Implementation of Total Station, GNSS, Satellite Imagery, UAVs (Drones), and GIS-based databases (LIS / LIRS / DLIS).
  • Re-survey program replacing old worn-out graphical maps with digital cadastre.

1.5 Parcel, Boundary & Parcel Numbering System

Definition of Parcel

A Land Parcel  is a continuous area of land under single ownership, unique legal rights, or homogenous land usage, bounded by explicit boundary lines .

Parcel Boundary Types

A Parcel Boundary marks the legal line separating one land parcel from adjoining parcels or public land.

1. General Boundary

  • Concept: The exact legal position of the boundary line is left indeterminate within a physical feature (e.g., hedge, fence, wall, ditch, ridge).
  • Characteristics: Simple, less expensive, relies on physical visible features on ground/imagery.
  • Usage: Commonly used in graphical cadastral systems and UK-style registration systems.

2. Fixed Boundary

  • Concept: Boundary corner points are precisely surveyed, monumented, and determined by precise coordinates.
  • Characteristics: High positional accuracy; if ground markers are lost, they can be reconstructed mathematically from survey records.
  • Usage: Used in modern digital cadastre, high-value urban lands, and accurate engineering surveys.

Parcel Numbering System in Nepal

Every parcel in a mapping unit (Sheet/Ward) receives a unique identifier called a Kitta Number.

  • Sequential Numbering: Parcels are numbered sequentially within a specific map sheet (e.g., 1, 2, 3, ...).
  • Subdivision (Kitta Kat / किा काट): When Parcel No. 25 is subdivided into two parts, the newly created parcels are assigned the next available highest parcel numbers on that sheet (e.g., 152 and 153), while Parcel No. 25 is archived.
  • Unique Identification: Formatted systematically as District - Local Unit - Ward No. - Sheet No. - Parcel No. for nationwide digital lookup.

📝 Key Points for Examination

💡 Quick Revision Notes for CTEVT Board Exams:

  • Cadastre: An up-to-date land information system containing property maps and attribute registers.
  • 3 Main Types by Purpose: Fiscal (Taxation), Legal (Ownership/Title), Multipurpose (Combined GIS/Planning).
  • 2 Types by Medium: Graphical (Analog/Paper) vs. Digital (GIS/Database).
  • Key Nepalese Components: Cadastral Map, Terij, Field Book, Plot Register, Ownership Certificate (Lalpurja), and Digital Database.
  • Basic Principle: Work from Whole to Part to control errors.
  • Land Act Landmark: Land Survey and Measurement Act 2019 BS.
  • Boundaries: General (physical/approximate feature) vs. Fixed (precise survey coordinate points).

🌍 Practical Applications & Exercises

Exercise 1: Nepalese Document Reconciliation

Collect sample copies of a Field Book, Terij, and Cadastral Map. Match a specific parcel across all three records and verify if the owner name, parcel area, and parcel number correspond accurately.

Exercise 2: Boundary Comparison

Visit a local field area and identify boundary markers. Distinguish between physical general boundaries (fences, ridges) and monumented fixed boundary points.

Exercise 3: Parcel Subdivision Tracing

Simulate a parcel split exercise. Given Parcel No. 40 in a sheet with a highest existing parcel number of 110, trace how the new sub-parcels are numbered after Kitta Kat.
